DG Corporate Operations & Services

The Directorate General for Corporate Operations and Services is a strategic adviser and service provider for the entire Ministry and shapes the transformation process of organisation culture.

Range of activities

The Directorate General for Corporate Operations and Services plays a dual role. It is a strategic adviser and service provider both for the Minister and the Directorates General. This is reflected by the vast range of functions, comprising tasks, strategic and coordinating functions (including protocol, information logistics, human resources development, management of public investments) as well as support services (facility management, library, controlling, etc.).

One of the main areas is Human Resources, which covers HR Policies, HR Development and HR Advisory. The tasks of the Human Resources divisions include, among other things, implementing standards in Human Resources administration, job evaluation, participating in vacancy notices and filling vacancies concerning executive staff, training of apprentices, establishing and developing new and innovative learning architectures, coordinating all education and training matters, planning the implementation of Human Resources development tools as well as health care and social care of staff.

The division for Corporate Purchasing and Facility Management operates for the entire Ministry. Its tasks include in particular the purchase and administration of buildings, rooms and equipment but also the management of office space (e.g. office sites) as well as technical assistance relating to building works, and evaluation of construction and restructuring costs. Support institutions such as the library, printing office and procurement office are also located at the central authority level .

The division for Information Logistics and Process Simplification undertakes co-ordination with Parliament (consultation procedures concerning laws) and with the Council of Ministers (preparing the declarations submitted by the Federal Minister of Finance to the Council of Ministers). Its tasks include responding to written parliamentary inquiries, co-ordinating opinions on the audit reports by the Court of Auditors, restitution matters under international law, and liability of public authorities and public officials. Other tasks include matters relating to the Commission for Complaints from the Public and ease of administration.

The division Public Investments and Real Estate is responsible for the administration of public sector holdings on the part of the Ministry of Finance. The tasks include preparing (legal) measures for the sale of public sector holdings and (dis)investments, issuing disposals and decrees regarding public sector owned real estate, financial controlling and risk management and deals within the more general spheres of privatisation and outsourcing.

The Controlling and Corporate Budget Division works on the development and gradual introduction and implementation of a controlling and reporting system throughout the Ministry as well as on the participation in strategy processes, the definition of performance figures and on cost/performance analysis. Furthermore it deals with matters relating to the federal budget law. It is responsible for preparing the draft federal budget and the draft plan of established posts for the entire Ministry.

Main task of the staff unit Department of Internal Affairs is to establish a corruption-free and corruption-resistant climate within the financial administration. Prevention activities include for example lectures, trainings, dissemination of info-brochures as well as repressive measures.

The newly established staff unit for Addiction Prevention and Counselling (protection of gamblers) focuses on the protection of gamblers and prevention of gambling in the Austrian Law on Games of Chance. An emphasis is put on the cooperation with ministries and provinces being in charge of this issue.

As a strategic adviser for the Minister and for the other Directorates General its emphasis is on shaping the transformation of organisation culture, i.e.

  • from maintaining the existing order to accompanying transformation processes,
  • from creating dependencies to enabling independence, and
  • from administrating and controlling to initiating and advising.
